Communication: One of the things I embarked on was trying to get city hall to inform the citizens about
what we were doing. There was constant talk about including information with the water bill. Because of the
post card type bill we were using, this was not possible. We then developed a news letter to improve this
communication. I also requested and staff did look into the establishment of a radio station. Thus station 1160
was born and we actually had a radio personality fro KRLD providing the announcements.
Another thing that could be classified under safety is the improvement of warning system. Since my inquiries
and leadership, our warning system was updated with placement of sirens around town to cover all areas
inhabited at the time. Since beginning this conversation again this year, I am now aware that there are parts
of town that need updating. Bear Creek residents, I heard you.

Customer service: After winning the election in 1995, a question I asked myself was, "how was I going to
accomplish things I had promised?" I was led to the Texas Municipal League (TML) Institute and the National
league of Cities Leadership Training Institute (NLC). After taking some classes in treating citizens as
customers, I returned and informed the manager at the time that we need to train all our employees in customer
relationship. The following year, I attended classes in all core areas to earn a certificate. I also became
involved in legislative affairs. For the state, I served as vice chair for administrative issues (TML) in 1996.
Nationally, I was appointed to the policy committee for Energy Environment and Natural Resources (EENR) with
NLC. Eventually, I would become Vice Chair of this committee in 2003, 2004 and Chair in 2005! This was
unprecedented. In December 2005, I was appointed to the Board of Directors for the National League of Cities. I
am currently in my second year as Director.
I could foresee the diversity of our city in the future so I took seminars in "Leading in Diverse Community.
Learning from those who have been there, done that and are well trained has made me a better city servant.

So what has been accomplished so far?
First impact was my insistent on getting city hall employees trained in customer relationship.
2 - A local radio station for providing up to date information to citizens (AM-1160)
3 - Updating the emergency warning system for foul weather and other emergencies. Old sirens replaced.
4 - Initiated neighborhood picnics - Click here
5 - Established Town Hall meetings. Click here
6 - Worked on First Bond Package passed for streets/capital improvements.
7 - Worked outside groups to get TXU to utilise best available technology and monitoring in their plant.
8 - Encouraged regional participation - mutual aid, emergency management facility, animal shelter
9 - Established and funded the Young Ambassadors program to recognise in the council chamber Kids who do positive things in our
community
10 - We hired a new manager to steer our vision.
11 - Initiated the conversation for a need for school uniforms.
12 - Introduced and was approved - charter change for terms of city officials
14 - Requested a change in the council meeting to include clergy to provide opening prayers.
15 - Moved citizens forum to the earlier part of the meeting instead of at the end so they can present their wish and be free to go home.
16 - Challenged staff to evaluate our water bill. We paid more for water than Ovilla and Midlothian who at the time got water from us.
